Projects may involve new construction or the rehabilitation of existing housing units, and must serve individuals or families who are homeless at the date of initial occupation with either transitional or permanent housing. The proposed housing project must be specifically identified in the written local homeless assistance continuum-of-care plan for the catchment area in which the project is located.
Program funds may be used for:

Funding preference will be given to lead agencies that build or rehabilitate the greatest number of units and who leverage additional private and public funds, particularly federal funds designated for housing projects for the homeless. Awardees for this program must reserve for a minimum of ten years the number of units constructed or rehabilitated with the Homeless Housing Assistance Grant that serve persons who are homeless at the time they assume occupancy of the unit.

The Runaway and Homeless Youth Program’s concept is tied to several areas of interest, two of which are as follows:

The Basic Center Program component’s purpose is to provide systems of care for runaway and homeless youth that will serve as alternatives to law enforcement, child welfare, mental health, and juvenile justice systems. Applicants are encouraged to develop projects with a positive youth development approach that is based on the understanding that all young people need support, guidance, and opportunities during adolescence in order to live a healthy, fulfilled life.
Each Basic Center Program (BCP) is required to provide the following services to runaway and homeless youth through 18 years of age:

•Individual, group, and family counseling (as appropriate)
•Outreach to eligible youth
•Develop an aftercare plan to stay in contact with youth served through the center

To support training and technical assistance for volunteers who agree to provide free federal income tax assistance to senior citizens. Through this program, the funding agency will establish a network of trained volunteers to provide free tax information and return preparation assistance, including assistance with filling out forms, assessment of tax liabilities, and other related assistance to elderly individuals. For the purposes of this program, the elderly are defined as individuals aged 60 and over at the close of the taxable year.
Program funds may be used for administrative expenses and to reimburse volunteers for out-of-pocket expenses, such as transportation and meals, that are incurred during training and while providing tax return assistance. Award recipients are responsible for all aspects of operating a Tax Counseling for the Elderly program, including publicity, recruitment, training, site selection, and volunteer management.
