Purpose:	To support the expansion and enhancement of community substance abuse treatment services by supporting person-centered and self-directed approaches for substance abuse. The goal is to better serve areas with documented capacity problems by better integrating substance abuse treatment services with primary care and mental health services to fill gaps in care. Applicants will also be expected to establish at least two additional linkages with systems/services appropriate to their population of focus.
