Total Amount:	Matching requirements for this program vary depending on the applicant. States and territories do not need to match the first $100,000 of an award. States that receive an award greater than $100,000 must provide a 100 percent match equal to the difference between the amount received and $100,000. Local governments and sub-applicants that receive awards from states must provide a 100 percent match of funds awarded. Matching requirements may be met with cash or in-kind contributions.

Eligibility:	Local Government State Government
Purpose:	To award grants to states, territories, and qualified cities and counties for the rehabilitation or conversion of buildings into homeless shelters. Funding also supports certain related social services, operating expenses, homeless prevention activities, and administrative costs. States and territories that receive funding must distribute the funds to local governments or private nonprofit organizations. Local governments may administer the entire grant themselves or distribute the funds to nonprofit organizations.
