Allocations are contingent upon the demonstrated needs of the EDA's six regional offices (located in Atlanta, Austin, Chicago, Denver, Philadelphia, and Seattle). |

| Purpose: | To promote comprehensive, entrepreneurial, and innovation-based economic development efforts that enhance the competitiveness of an EDA region. Funds should be used to maximize job creation and economic benefit. Priority will be given to projects aimed at increasing private investment and higher-skill, higher-wage jobs in regions that have been impacted by the economic downturn. Priority will be given to projects that can be started and completed quickly. Proposed projects should also address one or more of the following core criteria:
-Investments in support of long-term, coordinated, and collaborative regional economic development approaches
-Investments that support innovation and competitiveness
-Investments that encourage entrepreneurship
-Investments that support strategies that link regional economies with the global marketplace.
